SA imposes duties on specific steel from China

SOUTH African steel producers have successfully applied for anti-dumping measures to be imposed on steel imports. The International Trade Administration Commission of South Africa (ITAC) said that it had concluded its anti-dumping investigation into imports of certain corrosion-resistant steel coil originating from China.

As a result, the South African Revenue Service (SARS) will impose definitive anti-dumping duties on 18 September 2026. According to ITAC, the investigation followed an application by ArcelorMittal South Africa and Safal Steel.

From 8,21 – 57,84% corrosion-resistant

ITAC said it found that the Chinese products were being dumped into the Southern African Customs Union (SACU) market, and that the dumped imports were causing material injury to the SACU industry. Corrosion-resistant steel coil is mainly used by re-rollers and fabricators in the manufacture of corrugated roof cladding.

After considering verified information and submissions from interested parties, ITAC determined final dumping margins of 8.21% for Shandong Guanxian Foryune Composite Materials Co., Ltd (Foryune) and 57.84% for all other Chinese exporters and producers.

Because safeguard duties already apply to the products, ITAC adopted an approach to avoid a double remedy. During the period in which the safeguard and anti-dumping measures overlap, only the portion of the anti-dumping duty exceeding the safeguard duty is payable. Consequently:

  • Foryune: 0% anti-dumping duty in years 1 to 3, increasing to 8.21% in years 4 and 5.
  • All other Chinese exporters and producers: 5.50% in year 1, 20.50% in year 2, 35.50% in year 3, and 57.84% in years 4 and 5.

ITAC said it also determined that rebate item 460.15/7210.61/01.06 should be extended to allow qualifying imports to receive a rebate of the anti-dumping duties.

“Overall, the measures are intended to address the material injury caused by dumped imports and restore fair competition in the SACU market, while ensuring that the simultaneous application of safeguard and anti-dumping measures does not result in a double remedy,” ITAC said in a media statement.
