New ECDC finance head targets impact as a strategic enabler in the province

THE agency tasked with driving investment, property management and industrial growth in the Eastern Cape, the Eastern Cape Development Corporation, has appointed Lionel Billings as Chief Financial Officer (CFO), with effect from 1 April 2026.

Billings says his appointment is about reinforcing the financial stewardship required to support the Eastern Cape Development Corporation’s (ECDC) developmental mandate. The organisation plays a critical role in enabling inclusive economic growth in the Eastern Cape, and the finance function must be a strategic enabler of that mission.

“I step into this role with a clear focus of strengthening financial sustainability, enhancing governance, and ensuring that every rand deployed delivers a measurable developmental impact.

“My immediate priorities are threefold. First, is to reinforce financial discipline and resilience, ensuring the organisation remains sustainable while operating in a constrained fiscal environment. Second, to strengthen governance, risk management and compliance frameworks, particularly in how we evaluate, fund and monitor development projects. Third, to optimise capital allocation, ensuring that investments are directed towards high-impact sectors that drive job creation, industrialisation and SMME growth in the province,” Billings says.

 Billings says ultimately, the finance function must move beyond reporting and play a central role in shaping strategy and enabling execution.

 “The opportunity to contribute to an institution with a direct mandate to influence economic transformation at a provincial level was a key driver in taking up this appointment. The Eastern Cape has a significant untapped potential across sectors such as agro-processing, manufacturing, renewable energy and aquaculture. ECDC sits at the centre of unlocking that potential, through funding, partnerships and project development.

“Being part of an organisation that has both a developmental and catalytic role aligns strongly with my professional experience and personal commitment to impact. ECDC is focused on sharper execution, clear prioritisation, and strengthened partnerships. The current operating environment, characterised by fiscal constraints and economic pressure, heightens the relevance of DFIs such as ECDC. Development Finance Institutions must now operate with greater precision, ensuring that limited resources are deployed where they yield the highest socio-economic return,” Billings explains.

 He says ECDC’s future success will depend on strengthening partnerships with the private sector and other public institutions, leveraging innovative funding and blended finance models, while maintaining strict governance and accountability.

 “If these elements are in place, ECDC is not only able to fulfil its mandate, but can play a more decisive role in driving economic recovery and growth in the province,” adds Billings.

Acting ECDC Chief Executive Officer Lulama Mbobo-Vava says appointing a finance leader with proven CFO credentials, such as Billings, signals a deliberate move to embed financial discipline into decision-making while also ensuring robust governance standards. 

“For a development agency such as the ECDC, which is pursuing growth and innovation, this dual focus is critical. It supports the core business by ensuring resources are efficiently deployed toward strategic priorities, and it strengthens governance by reinforcing oversight, accountability, and investor confidence,” Mbobo-Vava says.

Billings joins the provincial Development Finance Institution (DFI) after serving as CFO at Transnet National Ports Authority until October 2024, following an earlier tenure in the same role at the Coega Development Corporation. A Chartered Accountant (CA(SA), with more than 25 years’ experience, Billings brings cross-sector expertise spanning telecommunications, financial services and infrastructure development, with a focus on financial strategy, governance and investment oversight.
